Ask Your Members of Congress: Allow Transfers Out of Guantanamo

Each year, Congress passes a piece of legislation called the National Defense Authorization Act (NDAA). As Congress begins its work on the FY 2020 NDAA, some in Congress are working to pass provisions that would allow Guantanamo detainees to agree to plea deals by video-conference or to be transferred to the U.S. for trial. Others are working to allow detainees to be temporarily transferred to the U.S. for medical treatment and to otherwise improve medical care at Guantanamo. Still others are working to get rid of restrictions on transferring Guantanamo detainees entirely.

Please write to your Members of Congress now to tell them that you want them to do the right thing and to lift the restrictions on transferring detainees out of Guantanamo - and at a minimum to allow detainees to be transferred for trial or medical treatment.

Message:

Dear Member of Congress, I am writing about Guantanamo and the restrictions that are currently in place on transferring detainees out of the prison there. Although the prison was opened more than 17 years ago, even today most of the detainees there have never been tried for or charged with any crime. Further, Congress has severely restricted transfers out of the prison - including barring transfers for medical treatment or trial in U.S. courts. This is wrong. It is bad enough that multiple Presidents have chosen to detainee people without trial in Guantanamo for almost two decades. Congress has made the situation worse by blocking most transfers out of Guantanamo in a seeming attempt to make this detention without trial permanent. Further, it is particularly egregious that past Congresses have blocked transfers for necessary medical treatment or for trial. Please ensure that the FY 2020 NDAA lifts the restrictions on transferring detainees out of Guantanamo, and, at a minimum, that it allows detainees to be transferred for trial, that they be allowed to accept plea deals by video, and that detainees are able to receive all necessary medical care - even if that requires being temporarily transferred to the mainland for treatment.
