Please write to your U.S. Representative to ask them to co-sponsor the Solitary Confinement Study and Reform Act (H.R. 8048). On June 13, 2022 the bill was introduced in the House of Representatives with bipartisan support.

The bill creates a bipartisan commission to study the impacts of solitary confinement in the U.S. prison system at the federal, state, and local levels, to establish new national standards on solitary. Notably, the membership of the commission must consist of at least three formerly incarcerated people or family members of incarcerated people. The legislation authorizes the Attorney General to make grants to states that follow the new national standards and support community mental health programming.

NRCAT and our allies in the Federal Anti-Solitary Taskforce (FAST) are working in support of this legislation as an important step toward our ultimate goal of ending the torture of isolated confinement once and for all. Dear Representative, As your constituent and as a person of faith, I am writing to urge you to co-sponsor the Solitary Confinement Study and Reform Act (H.R.8048) to create a bipartisan commission to study the impacts of solitary confinement in the U.S. prison system and establish new national standards on solitary. Notably, the membership of the commission must consist of at least three formerly incarcerated people or family members of incarcerated people. The legislation authorizes the Attorney General to make grants to states that follow the new national standards and support community programming including mental health and drug treatment grant funding. I believe it is a moral imperative to end the torture of isolated confinement. This legislation provides an important step toward that goal. On any given day, an estimated 80,000 people endure conditions of isolated confinement in U.S. prisons and jails. Solitary confinement causes devastating mental, physical, and emotional harm and leads to increased violence and harm in prisons, detention facilities, and beyond. Pro-social engagement and programming which this legislation promotes, increases safety in facilities and ultimately in our communities.
